Abstract
Childbirth or parturition is the culmination of pregnancy with the birth of one or more infants from a woman’s uterus. It is perhaps the most exciting and risky journey a woman could take over a lifetime. Every day, 1500 women die from pregnancy- or childbirth-related complications. These complications may be due to direct or indirect causes that can endanger the life of the birthing woman. To address these complications, the Department of Health initiated a program known as “Women’s Health and Safe Motherhood (WHSM)”. This program is aimed at strengthening women’s health and safe motherhood services for the disadvantaged Filipino women. One of its implementation strategies is the integration of hospitals and rural health facilities through the creation of birthing centers with the provision of general and emergency obstetric medical supplies. This study is aimed at evaluating the impact of birthing centers accredited by the Department of Health in improving the delivery of maternal health services through the “Women’s Health and Safe Motherhood (WHSM)” program to the intended recipients. TEPA was utilized to analyze the impact of the birthing center implementation in Cebu City, the result revealed a less than favorable program performance since its implementation in 2007.
